Certus Environmental Solutions, LLC is a cultural resource and NEPA consulting firm started in 2012 by Sheri Murray Ellis after more than 20 years in the professional consulting industry in Utah and the western United States. Ms. Ellis started the firm with the goal of bringing the benefits of her advanced skill set and experience to clients at a more affordable price and with a stronger sense of partnership.
She offers a rare combination of expertise in archaeology, architectural history, NEPA, and Section 4(f) in a single individual, meaning her clients save money by eliminating the need to hire a larger firm with high overhead or multiple smaller firms to assist with all these services.
A professional archaeologist and architectural historian exceeding the Secretary of the Interior’s Standards and Guidelines for both disciplines, Ms. Ellis has a reputation for problem solving that is unparalleled. Detailed knowledge of the Section 106 (36 CFR 800 regulations) process and other regulatory processes, as well as extremely strong relationships with the agency and industry representatives allow Ms. Ellis to help projects proceed in a timely manner, even when cultural resource considerations may seem insurmountable. Additionally, Ms. Ellis is a NEPA project manager and writer. She has managed NEPA projects both small and large (Cat Ex, EA, and EIS) and written or contributed to NEPA document sections for such topics as Historical, Archaeological, and Tribal Resources; Land Use and Land Tenure; Socioeconomics; Subsistence; Wilderness Characteristics; Prime and Unique Farmland; Purpose and Need; Alternatives; Cumulative Impacts; and Section 4(f). She has also written Records of Decision (RODs), Findings of No Significant Impact (FONSIs), notices of intent (NOIs), and notices of availability (NOAs).
